In May 2020, I began supporting the Missile Defense Agency (MDA) as a contractor with ECS Federal in a 100% telework environment. My primary duties include:• Lead Cost Estimator for IT Hardware/Software projects utilizing Operations Research Analysis skills for the Missile Defense Agency (MDA) modeling and simulation (M&S) program• Collaboration with system and software engineers utilizing Software Cost Estimating procedures to identify the software performance through Function Point Analysis (FPA)• Statistical cost modeling and big data analysis of Missile Defense System requirements• Data normalization, statistical analysis and empirical analyses using applicable databases• Preparation of independent and defensible government cost estimates for Acquisition Strategy Panel (ASP) and Acquisition Strategy Board (ASB) meetings• Development of Analyses of Alternatives (AoA), Affordability Analysis, Business Case Analysis (BCA) and mid-term and far-term architecture planning studies• Collaboration with Leadership to implement Risk/Change Management strategies to better manage project costs• Collaboration with Contract Office Representatives to develop cost estimates to support the contract/acquisition process for Research, Development, Test and Engineering efforts• Mapping the program requirements from Contractor financial reports to the Integrated Financial Cost Model work breakdown structure utilizing the Government Accountability Office (GAO) cost estimating guidelines • Managing the cost data collection plans and validation methods utilizing earned value management system (EVMS) by collaborating with technical subject matter experts (SMEs)• Continuous improvement of cost policy process• Presentation of the program cost estimate annual review to Leadership with an explanation of the differences between the budget/funded versus the program requirements
