About Amy C. Baughman

I am a Partner in the Cleveland, Ohio office of Freeman, Mathis and Gary, LLP, an AmLaw200 law firm with more than 500 attorneys licensed to practice in more than 40 states throughout the U.S. I am a member of the Healthcare, Tort and Catastrophic Loss and Professional Liability/E&O practice groups, specializing in Long Term Care and Aging Services and Medical Malpractice. Prior to joining FMG, my practice focused largely on the representation of long-term care facilities with respect to their patients’ rights to pursue Medicaid benefits throughout various Ohio administrative and Appellate Courts. I have handled over 900 Medicaid eligibility matters, and have argued at over 500 administrative appeal hearings before the Ohio Bureau of State Hearings. I have also argued Medicaid appeals before eight of Ohio’s twelve Appellate District courts, with several significant wins, including Shell v. ODJFS, 2024 Ohio 160 (Ohio Ct. App. 2024), which significantly changed the handling of Medicaid eligibility regarding the issue of resource availability in Ohio. In addition, I have represented nursing home clients in various matters in Illinois and Maryland Federal courts on a variety of due process-related issues. My over twenty-one years of legal experience also includes estate planning, plaintiff personal injury, special education law (students\' rights), elder care law, health care regulatory law (specifically as it relates to Medicare and Medicaid benefits), legal professional liability defense, and consumer advocacy. I am licensed to practice law in the State of Ohio; and admitted to practice before the Supreme Court of the United States, the US District Court for the Northern District of Ohio, US District Court for the Northern District of Illinois, US District Court for the District of Maryland, US District Court for the Southern District of Indiana, and the Seventh Circuit Court of Appeals. I am self-motivated, have keen attention to detail, excellent time management and strong writing skills. I also have significant experience with fundraising (specifically non-profit fundraising, event planning, solicitations and grant writing). I am also experienced with social media management and various marketing campaigns.
