Responsible for leading, designing and delivering an ambitious commissioning portfolio to deliver high quality and cost effective services from internal and external providers, which meet clearly defined service standards and the needs of service users- Taking a whole systems approach to developing commissioning solutions, working across organisational boundaries in both health and social care, to drive a culture that improves quality- Providing specialist commissioning, procurement and contract management advice to ensure evidence based commissioning practice and interventions- Managing and leading a programme to redesign internal care services that is aligned to the system vision for health and social care. This includes directing public consultation, governance reporting, options appraisals, business cases, service specifications and leading these to delivery- Directing a team of commissioning staff to ensure quality concerns are addressed in a systematic and rigorous manner to improve services and that appropriate tools and processes are in place to support service improvement- Leading on the development of new and innovative models of service delivery and care pathways to meet the current and future needs of citizens and wider stakeholders- Actively engaging in the safeguarding of vulnerable adults across the City, including providing advice and information to the Birmingham Safeguarding Adults’ Board and ensuring commissioning process are aligned to this priority- Maintaining appropriate and effective performance management systems for commissioned services. This will include the availability of information for internal and external reporting and regulatory bodies- To develop service plans, commissioning plans and strategies that reflect the Council’s business planning and budget setting processes and priorities.
