Plan, supervise and coordinate activities assigned to procurement personnel • Negotiate contractual agreements with suppliers to maximize value, quality, cost savings and mitigate risk • Purchase equipment supplies and material according to cost, technical specification, and lead times. • Negotiates price, discount, and delivery provisions with vendors.• Coordinates the development and preparation of annual contracts and purchase agreements.• Develops and prepares the more complex technical procurement specifications and bidding documents for products and services for formal bidding.• Locates sources of supply where the potential number of vendors is likely to be limited, including non-local markets.• Recommends changes in procurement practices and procedures to the Procurement Manager.• Ensure that material and or equipment being purchased is in accordance with laws, specifications, quality, and delivery requirements.• Interpret and apply statues and ordinances related to contracting and purchasing activities.• Work closely with staff, contractors, and vendors to ensure policies are followed• Compile, interpret, and evaluate complex data to make a informed recommendation• Complete complex assignments independently• Plan and organize workload to meet tight deadlines• Create and present complex, technical information in a meeting setting• Evaluate work methods and procedures for efficiency• Review compliance of all bids and contract specification• Travel to on and offsite meetings• Train, motivate and supervise assigned staff• Learn, operate, and train on specialized software applications• Use best in class sourcing strategies and procurement tools to deliver financial goals and stakeholder expectations
