About Ali Zalghout
I am a Pavement Engineer and licensed Professional Engineer (PE) in Arizona and Nevada with over seven years of experience specializing in pavement design, pavement management, rehabilitation, and construction of transportation infrastructure. My work spans airports, highways, municipal roadway networks, ports, and heavy-duty facilities across the United States.I focus on helping agencies make data-driven decisions about their pavement assets, combining network-level asset management with project-level engineering design. My experience includes developing Pavement Management Plans (PMPs), performing pavement condition and structural evaluations, and designing rehabilitation strategies that balance performance, constructability, and lifecycle cost.I have supported numerous transportation and aviation projects, including airport airfield pavements, express lane corridors, truck weigh stations, and citywide roadway networks, working with public agencies, airports, ports, and private clients. In addition to engineering practice, I am actively involved in research and professional service. I have authored and co-authored multiple peer-reviewed publications in pavement engineering journals and conferences, and I serve as a member of the Transportation Research Board (TRB) AKN19 Pavement Asset Management Committee. My research interests include pavement performance evaluation, asset management, material testing, and emerging technologies such as drone-based pavement inspection.Technical Expertise- Pavement Management Plans (PMP) for airports, cities, ports, and transportation agencies- Maintenance and Rehabilitation (M&R) planning and lifecycle cost analysis- PCI analysis and deterioration modeling using MicroPAVER, StreetSaver, and DRIVE- Pavement design using AASHTO 1993, Caltrans methods, PCASE, FAARFIELD, and Pavement ME- Rehabilitation strategies including Cold In-Place Recycling (CIR), Full Depth Reclamation (FDR), mill-and-overlay, slurry seal, and preservation treatments- Development of Plans, Specifications, and Estimates (PS & E) for roadway and airfield projects- Falling Weight Deflectometer (FWD) testing and analysis- Construction observation, quality assurance, and material submittal review- Asphalt and Concrete mix designs, and advanced Laboratory testing. If you are working on pavement infrastructure, airport pavements, or pavement asset management programs, I would welcome the opportunity to connect and collaborate.
