Partnered with counterparts in local government agencies implementing MCC Compacts in Nepal and Mozambique to ensure that Compact M&E procedures are planned and undertaken using appropriately rigorous methodology. This includes supporting partners to develop and update their theory of change and M&E plans, develop performance indicators, identify data sources, and develop evaluation plans. This work focuses on capacity building and thought partnership for partner country M&E staff.Provided technical and contractual oversight of independent evaluations of MCC funded programs in Morocco and Georgia, including developing the terms of reference for the evaluation contractor, selecting the evaluation firm, overseeing the design of the evaluation providing technical review of evaluation deliverables (including the evaluation design report, data collection tools, terms of reference for the data collection firm, and analysis reports), reviewing deliverables, reviewing invoices, and other contract management duties. Supported revision of MCC’s Guidelines for Transparent, Reproducible, and Ethical Data and Documentation (TREDD), including updating informed consent templates, developing a checklist to strengthen Institutional Review Board reviews of evaluations, and revisions to guidelines to reflect current best practices in ethical data sharing. Developed a template for Vehicle Intercept Surveys for MCC funded transport evaluations to ensure consistency in evaluation approaches.Served as a technical reviewer for MCC’s Disclosure Review Board (DRB), including routinely reviewing data submissions from evaluators and working with evaluators to strengthen the data packages to be posted publicly or on a restricted access basis on MCC’s evidence platform. The goal of this review is to allow maximum transparency for the agency while maintaining the privacy of data providers.
