Responsible for leading the commercial and contractual function of the $2.9B Chicago Red Line Extension (RLE) Design-Build project for the Chicago Transit Authority (CTA). Serve as VINCI Construction Grands Projets USA’s representative within the Walsh–VINCI Transit Community Partners (WVTCP) joint venture, with authority over commercial strategy, governance, and resource allocation.• Lead and direct commercial, procurement, claims, and risk management functions, including team oversight and operational execution• Act as commercial lead for the VINCI entity within the JV, including negotiation with Walsh leadership and interface with CTA commercial and legal stakeholders• Oversee and approve more than $500M in procurement packages, including subcontracting strategy, commercial terms, bid evaluations, and negotiation frameworks• Manage commercial risk, claims strategy, contractual entitlement, and high-value Project Change Orders, including tariff-related impacts and federal cost exposure• Lead insurance and risk strategy for the JV, including Builder’s Risk and liability programs, in coordination with VINCI’s global insurance and legal teams• Establish and maintain commercial and procurement procedures, templates, workflows (CMiC), and compliance mechanisms across the JV• Contribute to senior leadership decision-making, including cost control, risk allocation, executive reporting, and organizational planningSkills: Commercial Strategy · Contract Management · Risk & Claims Management · P3 Infrastructure · Concessions
