Serves DHS S&T through effective administration of a matrixed organization as the Staff Director. Serves as the Office of Innovation & Collaboration (OIC) liaison between the OIC Leadership and Division Directors regarding the business management and oversight of all strategic, financial, and administrative functions of the organization as well as provide guidance and assistance the OIC Front Office (FO) and Divisions. Duties include but are not limited to: •Offers expertise and recommendations to OIC leadership to foster economy, efficiency, and integrity in the administration of homeland security science and technology research and development.•Interprets and adapts existing precedents and develops new hypotheses, concepts, or improved approaches to analyze and present authoritative information or analyses on controversial and nationally important subjects within OIC programs.•Participates in conferences, meetings, or presentations involving problem or program issues that have great sensitivity of national consequence or importance. •Assists OIC Principal Director in the coordination and execution of analyzing existing OIC policies, programs and compliance with laws and regulations. •Develops OIC standard operating procedures to be implemented throughout the entire pillar. •Advises OIC Senior Leadership on strategic and operational matters to achieve optimal efficiency and effectiveness of office. •Leads, motivates, and develops employees, establish performance objectives, initiate performance-based actions, and awards; guide employees on work and administrative matters; and promote employee development and guide submission of awards/recognition for employees.
