Acts as a Subject Matter Expert (SME) to provide technical guidance and assistance to ISD Staff and system users to ensure software applications are utilized effectively and efficiently. Works independently and as part of a team to establish and maintain effective working relationships. Reasons logically and creatively uses various analytical techniques to evaluate situations, develop solutions, and resolve problems. Consults with department managers, technical staff, and system users to advise on planning, development, testing, implementation, monitoring, and coordination of information technology issues relating to application deficiencies, enhancements, and modifications. Works with development and other technical staff to ensure data presented is accurate and reliable-Responsible for communicating effectively with staff at all levels to identify and document business requirements, facilitate issue resolution, and disseminate information through a variety of media – written reports, verbal and visual presentations. Analyzes service requests from the user community and recommends approaches and solutions to users. Performs feasibility studies and develops reports to document feasibility study results, new system requirements, and other various phases of the System Development Life Cycle (SDLC). Develops, maintains, and updates online user portals and documentation. Provides application support and training-Evaluates and maintains a strong knowledge of current and emerging technologies. Maintains a strong business analyst role by researching, documenting, and supporting the development, testing, implementation, and maintenance of applications and websites. Maintains a working knowledge of the departmental facility applications, Microsoft Suite, SharePoint, SQL, and SQL Server Reporting Services-Plans project timelines for system changes and tracks change status to ensure timely completion. Participates in reviewing and approving system change requests.
