Conducts technical reviews when requested by the Contracting Office (CO). Completes pre-bid site visits and inspections with contractors and government personnel to develop performance contract assessments. Participates in conducting pre-bid conferences and documents bidder questions.Participates in pre-award conferences. Attends pre-start of work conferences after contract award to discuss the scope of work requirements, develop mutual understanding of contract provisions.Act as liaison between leadership, contracting officer and contractors. Review quality of work, identify material deficiencies and determine the acceptability of contractor work.Prepare and execute contracts on all procurement requirements; completing needs assessments, review appropriate technical specifications, prepare required documents, procurement, and acquisition segments to include review of a statement of work, vendor negotiation of goods and/or services, agreement of associated costs. Evaluate contractor work, sets deliverable timetables and verifies invoice payments.
