The primary purpose of this position is to provide leadership and supervision for GIS, application development, and mainframe systems/operations with strong high-level troubleshooting abilities. This position forecasts the goals and direction of the application unit through thought leadership. Provides thought leadership and supervision for application development staff. Manages application life-cycle from concept to implementation to include routine reviews in order to optimize performance, resolve problems, and provide timely follow-up on identified issues. Technical specialist in applications support, development, system analysis, and project management. Supports, troubleshoots, configures, designs, programs, evaluates, reviews, and maintains production applications and systems. Participates in long and short range planning for applications, application support, systems analysis, project planning, systems integration, and for technology changes. Plans for system resources allocation, distribution, and related technical specifications of which are conveyed to staff. Evaluate project requirements and produce high-level design deliverables that enable the project ream to develop solutions that are robust, flexible, scalable and secure. Manages projects through the project life-cycles of initiation, planning, execution, and closure aligned with the best practices defined by the Project Management Body of Knowledge (PMBOK). Establishes goals, direction, and policies of the applications unit while also contributing to the goals, direction, and policies of the department. Develops RFP\'s for procurement, MOU\'s between various agencies and SLA\'s for inter/intra-agencies. Consults with all County Departments pertaining to technology to determine future applications requirements and their associated costs. Develops budgetary requirements based on software, hardware, and business needs.
