Alan Summerville has over 25 years of experience navigating the environmental review process for complex, controversial rulemakings, multi-billion dollar transactions and projects in the transportation and energy sectors, among others. His expertise is in the management of timely environmental reviews under the National Environmental Policy Act (NEPA) and related laws and authorities (e.g, the Endangered Species Act, National Historic Preservation Act, Clean Water Act). His clients have included numerous Federal agencies as well as Fortune 500 companies. His NEPA expertise has been refined by working with litigators from agencies, law firms, corporations, and communities attempting to either increase the defensibility of EISs or review them for procedural and technical flaws, and prepare for litigation in either scenario. Alan has been involved in litigation at all levels of the Federal judicial system including the Supreme Court. Many of the projects that he has reviewed have garnered the attention of the national media, including the Wall Street Journal, the New York Times, and the Washington Post.
