I am a results-driven public-sector leader with more than 20 years of experience integrating finance, administration, and technology strategy across federal, municipal, and special-district organizations. My focus is on bridging financial integrity with operational excellence to ensure that public agencies deliver measurable value, transparency, and innovation.As Finance Director for the City of Sierra Madre, I oversee a $42 million operating and capital budget that includes general, special-revenue, and utility funds. I lead long-term fiscal planning, implement data-driven forecasting, and ensure full compliance with Governmental Accounting Standards Board (GASB) requirements. My approach blends fiscal discipline with strategic foresight to align city priorities with sustainable funding and efficient service delivery.My background also includes federal-level leadership with the U.S. Department of Education and the U.S. Office of Personnel Management (OPM), where I advanced performance-based budgeting and enterprise risk management using the Federal Enterprise Architecture Framework (FEAF) to improve efficiency, collaboration, and technology alignment.Previously, as Owner of Rainey Consulting, I advised public, private, and non-profit organizations on strategic planning, enterprise risk, and information-technology alignment.    Ventura Port District

   Jun 2022 — Present · Ventura County, CA, US

   Member of a five‑member Board of Port Commissioners, appointed by the City of Ventura’s Mayor and confirmed by the City Council. Govern development and adoption of port district policies to implement port goals and oversee all facets of District operations, including an annual operating budget of approximately $11 million and a capital/ADA/tenant improvement program of about $3 million. Responsibilities include developing guidelines for long‑term economic development, establishing positions and employment policies, adopting budgets, and management of Ventura Harbor Village, a 33‑acre marina, office, and commercial complex owned and operated by the Ventura Port District. Oversee all material aspects of the District’s financial reporting, accounting, management controls, and internal controls.
