Lead strategic-level monitoring, evaluation and learning (MEL) efforts in support of the Global Fragility Act (GFA) Secretariat (GFA’s lead interagency implementing body). Provide technical expertise to Secretariat, interagency MEL Team, and GFA priority countries in development of metrics (e.g, long-term goal, process, context and global “harmonized” indicators), baseline assessments, and other MEL components in line with GFA’s Strategy to Prevent Conflict and Promote Stabilization (SPCPS) and Global MEL Framework. Coordinate interagency (DoS, USAID, DOD/DSCA) and civil society collaboration on GFA MEL tools/processes. Support development, review and implementation of GFA countries’ MEL plans.
