    ELI is a non-partisan research and education organization focused on innovative, practical policy solutions. The Western Water Program works to advance sustainable water management throughout the western U.S. Independently and in collaboration with government and non-government entities, my colleagues and I:• Identify opportunities to meet conservation and sustainability objectives through existing laws and potential legal developments• Analyze effective and efficient water programs and laws; explain the roots of their success; and assess their transferability to other political, social, legal, geologic, and economic scenarios• Communicate complex scientific and legal issues in concise and accessible terms and formats• Equip federal and state legislators and agency officials with policy strategies for capitalizing on market influences that promote water use efficiencyAs Director of the Western Water Program, I develop and propose projects; secure funding; and manage budgets, staffing, and reporting.I also work extensively on other topics, including: • TMDLs and CWA 303(d) listing under the Clean Water Act, notably organizing an annual multi-day workshop, often with over 100 participants from nearly all 50 states, tribes, territories, all 10 EPA regions and EPA headquarters• Routine program changes under the Coastal Zone Management Act• Marine spatial planning and ecosystem-based management of marine resourcesAdditionally, I oversee ELI’s law clerk program and advise in website content and
