About Adam Goldman

Adam is a former Centers for Medicare and Medicaid Services Technical Director and, on behalf of the federal government, headed many of the nation’s largest and most innovative Medicaid programs, such as New York and Florida. With more than 30 years of combined experience, he has led cutting-edge healthcare reforms and many first-in-the-nation programs related to Value-Based Care, Delivery System Reform, Serious Mental Illness/Serious Emotional Disturbance, and Social Determinants of Health/Health-Related Social needs. Adam also authored and co-authored numerous federal guidance documents, such as a State Medicaid Director Letters on Budget Neutrality Policies for Section Demonstrations, and Strategies to Address the Opioid Epidemic. He has presented national trainings on Medicaid policies related to Health IT, Prescription Drug Monitoring Programs, modeling for expenditures related to Institutions for Mental Disease, as well as general Medicaid statutes, rules and requirements.Adam has also worked for State Medicaid Agencies such as Virginia’s Department of Medical Assistance Services, run his own consultancy, and is a proud U.S. Army Veteran.

    In Adam’s current role at Guidehouse, he is leading development of a brand new 1915(c) “Hospital to Home” (H2H) Waiver for Arkansas that has the goal of reducing unnecessary use of hospitals and emergency departments for some of the state’s most challenging target populations (aging, physical disabled, intellectually/developmentally disabled and behavioral health). As the H2H Waiver’s beneficiaries are intended to, eventually, receive their HCBS in one of Arkansas’ other 1915(c) LTSS programs, Adam is also responsible for collaborating with state/contractor SMEs, to create a sustainable continuum of care for Arkansans. He also works with fellow Guidehouse team members—and Arkansas Medicaid partner organizations—to develop, among others, H2H training materials, policy documents, stakeholder engagement briefings, SOP and evaluation plans. Adam coaches junior staff, leads briefings to the client on a weekly basis and, also, presents to stakeholders as part of a panel of H2H SMEs.Previous to H2H, Adam worked on the Transformed Medicaid Statistical Information System (T-MSIS) project supporting CMCS’s data reporting efforts. As a State Medicaid Data & Policy SME, Adam was the team’s policy expert—and single point of contact with states/territories and CMS—for nationwide implementation of health data systems changes that affected T-MSIS reporting to ensure that there was minimal degradation in the level of accuracy, completeness or timeliness of T-MSIS data submissions. For these “Large System Enhancements,” or “LSEs,” Adam collaborated with a cross-functional team of Guidehouse & eSimplicity experts, advisors, consultants and IT professionals and leveraged his knowledge of Medicaid policy to identify data quality issues, find root causes and identify solutions.
