   Collaborated with the world’s top experts on critical public health issues resulting in dozens of major policy wins, including emergency COVID-19 response; data collection, use, and privacy; police reform; and more.*Recruited, trained, and managed attorneys in low and middle-income countries, often under emergency conditions including disease outbreaks, political violence, contested elections, civil war, and genocide.*Developed holistic strategies and backup contingencies in coordination with communications, data science, technology, operations, and technical teams. at local, national, and global levels.*Spearheaded and co-drafted the United Nations’ Guidelines on the Legislative Framework for Civil Registration, Vital Statistics and Identity Management (January 2019), which provide concrete recommendations for a more effective and humane system of population data collection and use.*Developed an evaluation tool on Public Health Emergency Laws based on evidence from covid-19 and other epidemics; this user-friendly guide promotes the synergy of human rights and public health objectives and has prompted legislative reform in six countries already.*Launched and managed a three-year grant to advocate for transgender-inclusive identification documents in Peru. Published legal guide to develop LGBTQI-inclusive identification and registration laws.*Co-wrote Washington Post Opinion piece with Dr. Tom Frieden discussing ethical questions regarding vaccine passports including equity and accessibility challenges (Dec. 2020).*Published human rights analysis of government actions to address covid misinformation in Journal of Public Health Policy (June 2021).*Drafted the World Health Organization’s global guidance on how to legislate and enforce trans fat elimination, and developed complementary regulatory drafting tool for Pan American Health Organization.
